Giving agents standard gear

Something that has come up in my Tuesday night game is what would Agents be given as standard gear that shouldn't take up Resource points or equipment picks. Things like handcuffs, or comms with the team.

Early on I have told my players to all take an Oblivion Cell phone, the suit, and the in-ear comm device as part of a given to every agent for free package. But I am starting to wonder if creating a basic pack (contents dependent on branch assignment) shouldn't be created and that is either given as a free item or takes up 1 or 2 equipment pick points.

Assault would get (Comms, the Suit, Cuffs, Phone, etc). I'm not saying give the players large amounts of freebies, but just like everyone is trained to use a gun, all agents would just be given some equipment to do their jobs.

That makes sense to me, and I plan on using such standard gear packages. Some things should be a given; telling your players that their agents don't start with a basic pistol sounds kind nit-picky, not to mention silly. :P
